This happened to be on the Independent Living of the North Shore's web page and just thought it should be shared with everyone on here. It was said from the start that an Independent Living Center should be run BY and FOR people with disabilities. It's a remorseful day when someone is promoted to interim assistant director who does not have the qualifications for the position and does not have the disability community in their best interest.

On June 26,2009 more than 200 activists jammed into and around Nurses Hall in the Massachusetts State House to celebrate the 10th anniversary of the Supreme Court's Olmstead decision. It was great to see most of the IL's Executive Directors in attendance.

A choice few from the New NILP office showed up for a quick appearance, but could not take the time to join in with other activists to deliver the position platform and to thank Governor Deval Patrick, House Speaker Robert DeLeo, and Senate President Therese Murray, but referred to those who chose to stay and participate as DERELICTS.

According to the statement on the blog at the Independent Living Center of the North Shore and Cape Ann it was posted that the interim assistant director stated that Charles Carr (MRC Commissioner), Bill Henning (Executive Director of the Boston Center for Independent Living), Mary Margaret Moore (Executive Director of ILCNS),Jean Mcguire (Assistant Secretary of Disability Policy) and Secretary Bigby (Executive Office of Health and Human Services) "all blew hot air, and it was a hugh waste of time".

Since you've used quotes, I'm guessing you had permission from the Interim Director, or at least this was an interview? If not, this would be just hearsay, and if I was the Interim Director, I would go after this post for libel. This blog is nothing more than the gossip column.

FYI - I heard the same thing at a meeting I attended in Boston. Let the truth come forward enough lies and hurt have already been done to people that never deserved the way they have been treated from that group of people.

I hope the Board of Directors are paying attention to all that is going on. It is time to face reality. Please do what is best for NILP and people with disabilities.

I think the event orchestrated at thet state house probably was a waste of time unless you consider listening to or spouting self-serving rhetoric time well spent. I would like to see us put a group together to get working on MASILC. The organization is an embarrassment to us all, and we all bear some responsibility for tolerating such sloppy performance.

Lets call a spade...a spade...NILP has turned into nothing more than a way for those who have risen to the top to SELF serve themselves.....more money for some while others lose positions!!!!!!! Talk about being full of hot air????? They can't supply enough to take care of themselves.......as for the anniversary of the Olmsted Act......people should be willing to hear the" hot air" when it's a celebration of things accomplished for people with disabilities....a goal some organizations seem to have forgotten about....no wait....they take care of themselves!!!!!!
As NILP breaking free of the IL clique....be careful what you wish for.....that might mean they would actually HAVE to work!!!!!!

Thank you, because that is exactly what I am hoping. Please understand that I do not wish to hurt anyone's feelings, but there really does seem to be an IL clique in MA that spends more time gossiping and guarding turf than working. I am not just thinking of NILP.

NILP is doing a real good job at breaking away from IL by allowing the ED the huge pay of 102 thousand with no IL experience, taking away thousands of dollars that could be used to support people with disabilities.
OH YEAH, that’s right NILP has no interest in helping people with disabilities they are all about $$$$$$$$$$$$$$$$$$$$$$$$$.
This new EDS way of running an IL center is giving large pay raises to those who will support her discrimination against her own staff so that more money can be freed up to keep up her large salary and the large salaries to those that support her abuse and discrimination.
She has fired 2 long term staff, both with disabilities and fired another employee after causing that person to become ill. I believe that there is a law suit going on for that firing. She has also caused 3 other employees with disabilities to resign due to the abuse and discrimination that she and her high paid staff have been perpetrating. Others who witnessed the discrimination and abuse left because of they could no longer bear to watch the abuse of their co-workers.

So that’s 7 employees that have either been fired or resigned due to the abuse by the ED and her high paid supporters. That’s a huge number for such a small staff.

Good job ED, I’m sure that the Board is real proud of you and the damages that you have caused to NILP and the money that it’s costing.

NILP thinks that there are IL cliques in Massachusetts.
NILP are you saying that other ILCs don’t believe in IL like you do?
Well you got that right!!! Other ILCs are actually providing services with their contractual monies and not hiring their personal friends who are inexperienced just to give them some summer money. Isn’t that nepotism at its best?

NILP I would be careful what you wish for….. There are a lot of those that you see spouting “self-serving rhetoric” that are in positions that have a close watch on you!!!!

I have been involved in IL for many years and I am saddened by what I am witnessing at NILP and have witnessed at other IL centers in Massachusetts. NILP is no longer a safe haven for those of us who experience discrimination and oppression on a daily basis. The BOD has a duty of care and responsibility to the people who receive services at NILP.

Since the new Executive Director has come on board we can look at how NILP has changed.

• Loss of DHILS contract that serves people who are Deaf/Hard of Hearing. Result= Staff of 3 cut down to 1 and ½
• Reduction in youth contract monies. Staff goes from 2 to 1 and 1/2
• Jeopardy of new Recovery Learning Community contract (3 resignations due to abusive behavior by ED and Acting Assistant Director). Deliverables not being met.
• Creation of hostile/abusive work environment
• Loss of respect and referrals from the community because of reputation of new inexperienced leadership
• Lack of reasonable accommodations to staff requesting interpreters


As far as IL cliques are concerned, take a look at the IL community. Open your eyes because we have gotten to be where we are in Massachusetts because the IL centers have come together and bonded over a common cause. That cause is the fight for truth, freedom and the right to live free from oppression and discrimination in education, housing, employment etc. The fact that you seem to applaud NILPs breaking away from the supposed clique is a very dangerous and uneducated belief. What is it you do? Have you been at the table when the ILCs are together? I think not. I have been and what you refer to as a clique is actually a team that has come together to work for the good of all people with disabilities in Massachusetts. NILP is now considered to be an ILC in name only. People with disabilities know that it is no longer a true ILC.

I am so glad to see this blog going again! I was visiting NILP one day when I saw first hand that the new driver was cleaning out the EDs personal vehicle. Is that included in the state contracts? I don’t think so, how would you bill for it?

I did not hear anything about the driver Mike, being let go, is this true? I know of a person named Ann who works in Lawrence and is a very very good friend of the ED and guess who ann husband is, the so called maintenance man/back up driver. I wonder if the BOD ever sat back and said where has NILP gone in the past year, sad. Please reply if you know if Mike is there or not. It will not surprise me if he was let go also. Her friends and tell all people are more important than the NILP mission. I have one last word to all of them KARMA (Whatever krama I create, whether good or evil, that I shall inherit).

WHAT THE HELL IS GOING ON AT NILP!

I am a long time consumer of NILP and I am in Need of services. Every time I call there I get sent to voice mail. That is, If someone answers the phone. I get the voice mail of people I don’t even know. Well let me tell you NILP and the BOD I have had enough. I am in the process of writing a letter to your funding sources and government officials and all those that I feel fit.
Before this new ED I always received the services I needed and that I am entitled to as a consumer of your program. Last, what the hell happened to John?

The NEW driver was put into place because his wife is very close to that new person there and also, to slowly get the long time driver out sooner or later. A certain person did not like him because he was beating her in the no work category.

I hope Frank goes ahead and writes to the government officials. Frank do not waste your time with anyone below your government officials. This is much needed by all, more people must do the same. If you are a taxpayer you have all the right to be angry.

Let them know about this blog page and tell them as a person with a disability and a taxpayer that this can no longer go on, we need an IL center in the Northeast, let them know that the pockets are getting filled and NO services are being provided. WE NEED YOUR HELP...DO IT TODAY

Is this for real? I went to look at the updated web page for that place, she must be out of money kind of outdated. I did find one interesting part and I hope they are not serious, or rather I hope no one is fooled into doing something like this.

Include NILP in your will. Designate NILP as the beneficiary of your life insurance policy; donate stocks, bonds or real property.

Why don't you have your so called fun raising person at least get enough donations to balance out his own pay.

A hugh mailing went out for staff to fill the RLC contract, they have the supervisor scrambling to get mailings out and people hired. The ED feels that her contractual units cannot be met and is running scared because she is well aware that this program is being closely monitored. Now she thinks she has an excuse, lack of staff. Funders are not being fooled by her tactics, short staffed because of terminations, resigning because of a hostile workplace, and just an all around low moral within the agency. I wonder if the ED and BOD realized now that the hardest workers and the most dedicated are no longer involved within.
To date your voices have been falling on deaf ears and on people that don't care about people with disabilities, some of you have found this out by calling there and getting little or no response. You now have a chance to speak up and let the real voices hear your disappointment. Thursday, October 8 at the Regis Lewis Center 1350 Tremont St. Roxbury. 1pm to 5pm. EOHHS knows what is happening and has done nothing will also be present. I apology, I stated EOHHS has done nothing was the wrong information. EOHHS has been involved but NOT for people with disabilities. It is all in the blog. These are public hearings and anyone is allow to give testimony to MCDHH, MCB, MRC,DDS. Anyone needing transportation should call NILP and we are sure they would be more than glad to have their driver assist you. Please attend and be heard.

The new NILP has NOTHING to be proud of. A few of them should be walking around with their heads hung low and really be ashamed of them self. I guess when you are taking advantage of the funding and system then why should be ashamed, when you are to purse-proud.

We all know how the state can save taxpayers some money. Now is the time to write letters to your legislators. Forward this blog onto them and express your feelings. SEPTEMBER REVENUES SEEN MISSING ESTIMATES BY MORE THAN $228M
State tax collections fell $228 million below estimates last month, according to preliminary figures provided to lawmakers Thursday, likely triggering spending reductions just three months into the fiscal year. Initial Department of Revenue projections called for $2.166 billion in tax receipts. The state received $1.938 billion, leaving a delta of about 11 percent, according to the documents reviewed by the News Service. Final September collection numbers could change due to a number of still-fluid factors, but if the shortfall holds above $200 million the month’s intake would be significantly worse than estimates just a few days old. Gov. Deval Patrick would likely be forced to revisit state spending, even as the private economy shows rebound signs and taxpayers pay higher taxes through sales, meals, alcohol, and lodging levies. Officials preliminary tax collection numbers are due out from the Department of Revenue on Friday or Monday.

I hope the legislators that have been following this blog will listen to the taxpayers and do what is right. Here is an agency that is depending one major contract to keep their pockets full. How many jobs is this ED allowed to run out of one office. The BOD needs to take some responsibility and start investigating her, why can't they see the damage that she has done in the past year. Why wait until it is to late. It's a shame good people gone and a once well organized IL center no longer there for people with disabilities. This board especially the MRC area director should hang their head in shame.

The Olmstead Initiatives, Holyoke, October 23 - What happened to the key player at NILP was it a waste of time to attend and speak? I am so glad to see the new NILP is out there to show their support for people with disabilities. What a dump and a waste of taxpayers money. Someone should shut them down and take some major action against ALL of the board of directors for destroying a much needed IL Center in the Northeast. Keep up the good work Cowen.

OMG - Jim Frazz Board of Directors at NILP spoke AGAINST clubhouses, like the Point After Club. Here is a perfect example of what is running NILP. Frazz who helped you get employment, and Frazz who is giving you continued support if you are having problems with your employment.

Frazz I don't think the Commissioner heard you or was even listening to you. The ED from NILP - really who cares how many women executive directors you know. What was your point?

Are things really that bad that you are willing to shut down, not yours, but NILP's counterparts.
Just another case where you lack sensitivity in the disability field.
Hale better start giving some direction to NILP.

Someone please tell me since when does an ED and a board member of an IL center attend a hearing and advocate against another agency that provides services to people with disabilities. What the hell is wrong with her, who the hell does she think she is.

Well I hope she is proud of what she did because the old saying goes, YOU JUMPED OUT OF THE SHIP BEFORE THE SHIP SANK. Todays news... The governor has decided to keep Clubhouses, no cuts will be made to Clubhouses.

Someone better start listening to the people.

How can people with disabilities move forward when there are people like this ED and some of her staff who keep pushing us backwards.

I hope the ED does not have any ideas about advocating against this one. I bet if it would help her rent the cape property she would support it.

The Governor 9C'd $15.8 from the TAFDC account that provides cash assistance to families with children (4403-2120). This is on top of a projected $8M deficit. To close the shortfall, DTA is planning effective in January to slash benefits to families headed by a parent on SSI. This will occur because they will start counting as income to the children for purposes of TAFDC eligiblity all but $100 of the parent's SSI grant. 8400 families will lose all of their cash assistance, an average loss of $416 per month, and another 700 families will still have open TAFDC cases but with grants that on average are smaller by $448 per month.

This of course will be devasting for these families. almost 40% of them like in private market housing so will experience no rent adjustment and even those with a subsidy, even if they get an adjustment, won't have enough cash left to pay all their expenses.

What happened to the Annual Picnic?
Nice pictures… 7 people had their pictures taken and posted on the NILP web site under, what’s New. Only one person is a participant ….1 out of seven…. What does that say?
It’s not about the participants any more …... From the looks of the pictures I would say that their priorities lay with the staff. They state that they had 50 people. RIGHT… you can’t fit 50 people in the back yard of Nilp, and if they had 50 people then where are their pictures? I heard that they had around 30.Check out the second picture down. The maintenance /Driver, this is the Executive director’s friend. He was unemployed and she so kindly gave him Mike Alan’s Job, eliminating another long term Employee. She never posted this job for any one else to apply for. ‘OH’…that’s right a person with a disability might have applied and we all know that she doesn’t want any more employees that have a disability unless she is forced by contract. It should be known that her friend can’t drive the Bus; he does not have a license to… If this Fall Gathering is her replacement for the Annual Nilp Participant Picnics it is pretty poor…Before her Nilp had their picnics at Harold Parker State Forest with a lot more than 30 people. In the 2007 news letter there was over 70 people, and pictures of them… She must really like using the back yard of Nilp,
She won’t have to be seen in public with all the people with disabilities …that we all know that she “VIEWS DIFFERENTLY’.

Well I just heard some interesting news. Hale steps down from president, I always felt president was the wrong name for him. Is this another board member saying i screwed up and better got out. Hale should be a professional and come forward and admit to the errors he has made while sitting on the throne. Hale you should also remove yourself from MRC. MRC area director is not where you belong, you do not belong working in any aspect of the disability movement.

People are worried about blogging on here saying that SHE might be spending thousands and thousands of dollars again trying to find out who is posting blogs on this site. There is NO way she can interfere with your PCA's. This is an open forum and please keep in mind that you have freedom of speech. There are larger PCA issues out there rather than someone posting the truth on a blog site, there is no fraud in doing such a thing.

Please we need more letters and phone calls placed into your legislators.
